This publication takes a wry view of the perceived need of nations, conceived in an often hateful world of anarchy, war/peace lawlesness, to spy on resident citizens especially.
The quote is at the top of a 1-column news story at the top of page one of the NYT of Dec.16, a day after much good news on other topics surfaced. A 4-column top of page-one Dec.15 photo concerning the voting in Iraq indicates the shape of the government-to-be there.

I pulled this off the internet after seeing the actual headline on the O'Reilly Factor guest-hosted by Tony Snow. "Secret Order to Widen Domestic Monitoring". A fnord! The New World Order's code. "Everything is going according to plan." The NYT is supposedly opposed to the spying, but their own tagline affirms the writer's and the paper's real allegiance.
